NIH Adobe-Forms- B2

NIH will be switching to the new Grants.gov Adobe-Forms-B2 for funding opportunity announcements posted on or after July 22, 2011.  Note:  For the submission of R01s, NIH prefers the use of the new forms (B2) but the old forms (labeled B1) will be available for use through January 8, 2012.  Please click on NOT-OD-11-096 to read the full announcement.

2013 Mileage Rates - Updated January 9, 2013

Effective January 1, 2013, the standard mileage rates for the use of an automobile are:

  • 56.5 cents per mile for business miles driven.
  • 24 cents per mile driven for moving expenses.

The 2013 rate for business miles driven increases 1 cent from the 2012 rate.

NIH Biographical Sketch Changes
Office of Sponsored Programs

Beginning with the May 25, 2011 proposal due date, the NIH Biographical Sketch will be updated so that PIs can describe personal factors such as family care responsibilities, illness, disability, military service, and other factors that may have affected career advancement, productivity or a delay in transition to research independence.

Elimination of NIH/AHRQ Two-Day Correction Window
Office of Sponsored Programs

NIH and AHRQ are eliminating the two-day correction window for applications submitted on or after January 25, 2011.  This two-day correction window previously allowed applicants the opportunity to make corrections identified by NIH or AHRQ AFTER the deadline.  When the system identifed an error, the University was permitted to update the application and re-submit within two days of the deadline. 

Note that this grace period is being eliminated as of January 25, 2011.  As a result,for deadlines on or after January 25, 2011, all applications must be error free by the 5:00 PM deadline.  Note that Grants.gov also has up to 48 hours after submission to identify and notify the University of any Grants.gov errors.  Grants.gov errors must be resolved before the proposal is released to NIH or AHRQ.  This change effectively requires a submission four days before an NIH or AHRQ deadline in order for the PI to be absolutely certain that the proposal clears both the Grants.gov and NIH/AHRQ review and comment period by the deadline.

NSF Project Outcomes Report
Office of Sponsored Programs

New awards or current awards that receive funding increments or supplements on or after January 4, 2010 are required to submit a Project Outcomes Report for the General Public through the http://www.research.gov site.  A Project Outcomes Report (POR) is due within 90 days after the end date.  Note: This new final report is required in addition to final reports which will continue to be submitted through FastLane.  PI's and co-PI's:  Log in as an NSF User with your NSF ID to get started.

Change in NIH Salary Cap Limitation
Effective January 6, 2010, the salary cap on NIH awards has increased to $199,700.  The complete NIH annoucement may be viewed at:  NOT-OD-10-041.

Pew Scholars Program in the Biomedical Sciences                                                                          Invitation for 2011- LIMITED Submission

The Pew Scholars Program provides support to young investigators of outstanding promise in science relevant to the advancement of human health.  This program is open to individuals with a doctorate in medicine or biomedical sciences who must hold full-time appointments at the rank of assistant professor or equivalent as of November 1, 2010.  Application deadline is November 1, 2010.  A complete description of the program, its terms, and eligibility requirements are available at the Pew Biomedical Science page.

NOTE:  Please contact your sponsored programs administrator soonest if you are interested.  An internal selection process will be conducted to identify a candidate for this program solicitation.

NIH Guidance on Research Using Coded Information or Biological Specimens
The NIH has issued new guidance to IRBs and investigators concerning the use of coded private information or biological specimens in grant funded projects. For additional information, please see:

Revised Policy on Applications that Include Consortium Costs
For any NIH program announcements that include a limitation on direct costs, the University is permitted to exclude from that limit the facilities and administrative (F&A) costs requested by subgrantees when determining if a proposal budget is in compliance with the direct cost limitation on a solicited application. Updated Criteria for Reviewing Research Grants
The NIH has announced updated criteria for use during the peer review of the grant applications. These updated criteria will be used beginning in the summer of 2005. All applications are strongly recommended to address these new criteria. For additional information, please see:

New Address for Centralized Receipt of Non-Competing Continuation Applications
The NIH has centralized the initial receipt and processing of the non-competing continuation applications. After October 1, 2004, all non-competing continuations for all Institutes and Centers should be submitted to the following address:

Delivery of Grant Applications to NIH
All United States Postal Service (USPS) mail addressed to the National Institutes of Health must use the unique NIH Zip Code 20892. All USPS mail addressed to the National Library of Medicine should bear the unique NLM Zip Code of 20894. All mail using 20892 and 20894 Zip Codes will be cleared through the NIH North Stone Street Mail Facility. This will ensure that special procedures and precautions will be used to screen the mail before it is delivered to the various NIH offices on and off campus. This is an important measure to provide for the safety of all individuals who must handle mail.

This procedure does not apply to courier deliveries (i.e. FEDEX, UPS, DHL, etc.) for the receipt of grant applications addressed to the Center for Scientific Review. The Zip Code for these deliveries is 20817. All applications and other deliveries to the Center for Scientific Review must either come via courier delivery or the USPS.

APPLICATIONS DELIVERED BY INDIVIDUALS TO THE CENTER FOR SCIENTIFIC REVIEW WILL NO LONGER BE ACCEPTED.

With regard to Type 5 (non-competing continuation) progress reports, the USPS mailing label included with the face page of the report should be used. Type 5 progress reports delivered by courier should use the geographic Zip Code provided by the Institute/Center. 

NSF’s Integrative Graduate Education and Research Traineeship Program (IGERT)

Georgetown is limited to a maximum of four preliminary proposals.  An individual faculty member can be a PI on a maximum of one proposal but may serve as non senior personnel on other proposals.

If more than four faculty are interested in submitting proposals, we must convene an internal committee.  Please notify Mary Schmiedel of your interest by submitting a one page description of the proposal along with an NIH type biosketch (3 page limit) in a single PDF file to by March 18th.  A sample NIH biosketch may be sent to PI’s if necessary.   Please click on IGERT for additional information.

NSF News Update - 2011 Proposal and Award Policies

Closing Cost Centers

Please be advised that the Office of Sponsored Accounting has a deadline to close cost centers within 6 months of the award end date.

EFFECTIVE IMMEDIATELY:

If departmental adjustments have not been posted within 5 months of the award end date, the department will be contacted to make the proposed adjustments within 10 business days. After this period, the financial report that has been issued to the sponsor will be revised in the 6th month to reflect the actual expenditures on the Center Status Report (CSR). The budget on the CSR will be reduced to equal the financial report. A copy of the revised report will be submitted to the Administrator, Principal Investigator, and Chair.

The procedure for overdrafts is similar. During the 5th month after the award end date, the department will be notified that the overdraft should be removed within 10 business days. All overdrafts that remain on the Center Status Reports will be transferred against the department's general fund during the 6th month after the award end date.

As of Tuesday, January 26, 2006, the process will begin to transfer overdrafts to department general funds for all cost centers that have been expired for more than 6 months. This timeframe falls within 10 business days of this communication.
