The Family Education Rights and Privacy Act of 1974 designated schools to be responsible for developing their own policy on student records, within certain guidelines.
The complete university policy on student records can be found in the Bulletin that is mailed to entering students. In order to recieve an updated version of the bulletin in print, please contact the appropriate Registrar's Office. University policy does state that educational records can be disclosed to a number of third parties, including parents of a dependent student as defined by Internal Revenue Code. However, no parties outside the institution may have access to these records, including parents. A student's account is considered a vital piece of his or her educational records. Thus, parents may not access a child's bill, make a payment for the child, or request a refund from the child's student account without prior consent granted by the student.
Moreover, any refund check issued will be to the student unless the student expressly designates another payee. One noteable exception to this is in the case of federal PLUS loans to parents - the parent may request the refund and be the direct payee of the refunded money. Otherwise, when funds are placed on the student account, they belong solely to the student.
The university encourages full disclosure between dependent students and their parents. Instructions on how a student may grant on-line access to eduactional records to a third party are detailed here. This will allow the third party to - among other things - access a bill, make a payment, or request a refund from the student account. |
