1091. Review

 

The University requires that all agreements for the purchase of services and some complex agreements for the purchase of goods be described formally in a written contract. A written contract establishes a specific formal relationship between the parties, clearly defines the rights and responsibilities of each party and provides a written reference of what each party agreed to in the event a dispute arises at some later date.
  The bylaws of the University stipulate that the University Treasurer is the ordinary contracting officer for the University. The bylaws allow the Treasurer to delegate those duties to one or more University employees. The Treasurer has delegated the responsibility for signing contracts to the Vice Presidents of the campuses.
  Contracts governed by this policy include all those agreements listed in this section under Attachment 1. Excluded from this policy are contracts of employment, research, other sponsored programs agreements, and sub-agreements.
