Exceptions |

1.
Georgetown University may enter into contracts without competition
for (1) legal services; (2) expert witnesses: and (3) other
services associated with litigation or regulatory proceedings. |

2. Georgetown may
procure goods or personal services without competition for
direct use by a recipient of University administered assistance
programs as defined by Georgetown, provided such good or service
is delivered by a vendor upon specific instructions from a
designated employee. Contracts for the bulk procurement of
goods and services for use of recipients shall not be exempted
from the requirements of competitive procurement.

| 3.
Georgetown may enter into contracts on a construction management
basis provided that: a) a determination is made by the Director
of Contracts, Division of Facilities that it is in the best
interest of Georgetown to enter into such contract; b) that
such negotiations, consultations, and/or bid openings with contractors
or construction managers for construction management contracts
shall be initiated not earlier than five (5) days after the
determination of its intent to proceed under the authority of
this paragraph; and c) a written contract is executed by the
University and the contract prior to the prosecution of the
work. |
| 4.
Georgetown may enter into contracts without competitive sealed
bidding or competitive negotiation for insurance if purchased
through an association of which it is a member if the association
was formed and is maintained for the purpose of promoting the
interest and welfare of and developing close relationships with
similar bodies, provided such association has procured the insurance
by use of competitive principles. |
