Emergency Orders |

In
case of an emergency, a contract or purchase order may be awarded
without competitive sealed bidding or competitive negotiation;
however, such procurement shall be made when such competition
is practical. A written determination of the basis for the emergency
and for the selection of the particular contractor shall be
included in the appropriate contract or purchase order file. |

1.
If an emergency occurs during regular Georgetown University
business hours, the head of the using department shall immediately
notify the Georgetown University Manager of Purchasing &
Contracts who shall either purchase the required goods or
services or authorize the agency head to do so.

| 2.
If an emergency occurs at times other than regular Georgetown
University business hours, the using department head may purchase
the required goods or services directly. The agency head shall,
however, when practical, secure competitive oral or written
bids and order delivery to be made by the lowest responsive
and responsible bidder. The agency head shall also, not later
than the next regular Georgetown University business day thereafter,
submit to the Georgetown University Director of Administrative
Services a requisition, a tabulation of the bids received, if
any, a copy of the delivery record and a brief explanation of
the circumstances of the emergency. |

3.
A Rush Order is treated in the same fashion as an Emergency
Order.
