1053 Confidential Nature of Procurement Documents
Except as provided herein, all proceedings, records, contracts and other records relating to procurement transactions shall only be open to inspection upon a written request to the Director of Administrative Services for the University or Administrative Director of Materials Management for the Medical Center. At the discretion of Georgetown University, records may be made available for review in the Director's office. No information shall be provided for use by vendors with out the expressed authority of the University
1. Trade secrets or proprietary information submitted by a bidder, offer or contractor in connection with a procurement transaction shall not be subject to public disclosure; however, the bidder, offer or contractor must invoke the protections of this section prior to or upon submission of the data or other materials, and must identify the data or other materials to be protected and state the reasons why protection is necessary.
2. Nothing contained in this section shall be construed to require Georgetown when procuring by "competitive negotiation" (Request for Proposal), to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous to Georgetown.
