10512 Methods of Procurement

a. Unless otherwise authorized, all Georgetown University contracts for the purchase or lease of goods, or for the purchase of services, insurance, construction, or construction management when the estimated cost shall exceed $25,000 or more in value, shall be awarded after competitive sealed bidding or competitive negotiation, except as otherwise provided. See section 1058, Open Market, for purchases under $25,000.

b. Professional and consultant services shall be procured using competitive negotiation, except as otherwise provided. Oftentimes, consultants are specified in sponsored agreements.
c. Upon a determination in writing, by the Director of Administrative Services or Manager of Purchasing & Contracts that competitive sealed bidding is either not practical or not fiscally advantageous to the public for a specific procurement of goods, services, insurance or construction, then that specific procurement may be made by competitive negotiation. A written record shall be included in the appropriate contract file.
